Issued by the Great Barrier Reef Marine Park Authority (GBRMPA), tourism operators are required to collect the fee from all tourist who visit, in any capacity, the Great Barrier Reef and give to GBRMPA as a legislative requirement of operators permits to run their businesses.
The EMC is vitally important in the day-to-day management of the Marine Park and improving its long term resilience and assists the Authority and Queensland Parks and Wildlife (QPWS) in developing management arrangements for sustainable use of the Marine Park.
Take for example the 160 moorings found around the Whitsunday Islands. These moorings are free for charterers to use which reduces the need for boats to drop their anchor and therefore reduces the damage to any coral on the sea floor. The EMC contributes to the upkeep of the moorings and the installation of news ones.
